The Global Mitigation Potential Atlas (GMPA) is a collaborative initiative dedicated to accelerating global climate action. We aim to provide decision-makers with the clearest picture yet of where and how emissions can be reduced across countries and sectors. GMPA shows how much mitigation is possible at different price points, helping governments, organizations, and businesses identify cost-effective opportunities that align with their development and energy needs.
But the Atlas goes beyond data. By bringing together policymakers, researchers, and international partners, GMPA demonstrates how collaboration can unlock new strategies that lower costs, cut emissions, and build pathways to a sustainable energy future. In doing so, we empower countries to act more effectively on their climate goals while fostering collective progress toward global net zero.
The GMPA tool is built and enhanced by a consortium of partners and funders from around the world. Our partners include universities, research institutes, think tanks, companies, and intergovernmental organizations, while our funders range from countries and NGOs to leading companies committed to driving climate solutions. This global coalition ensures that GMPA remains credible, inclusive, and impactful.

Our Consortium Partners

Climate Analytics
Climate Analytics is an international non-profit climate science and policy institute with headquarters in Berlin, Germany and five regional offices. Motivated by the desire to empower those most vulnerable – SIDS and LDCs, Climate Analytics uses the latest climate science to accelerate the implementation of global, regional, and national priorities that are compatible with the Paris Agreement and sustainable development, while building long-lasting national capacity and facilitating access to climate finance. Climate Analytics has coordinated development of the pilot Atlas and lead on developing the policy analysis components.

Agency for Science Technology and Research
The Agency for Science, Technology and Research (A*STAR) is dedicated to advancing science and developing innovative technology, aiming to further economic growth and improve lives. A*STAR drives mission-oriented research, playing a key role in nurturing and developing talent and leaders for its Research Institutes, the broader research community, and industry. A*STAR led the modelling and quantitative analytic components of the pilot Atlas.

Institute of Essential Services Reform
Institute for Essential Services Reform (IESR) is a think-tank in the field of energy and environment. IESR encourages transformation into a low carbon energy system by advocating a public policy that rests on data-driven and scientific studies, conducting capacity development assistance, and establishing strategic partnerships with non-governmental actors. IESR led on the modelling and policy analysis efforts for Indonesia.

The Institute for Environment and Sustainability
The Institute for Environment and Sustainability (IES) in the Lee Kuan Yew School of Public Policy (LKYSPP) of the National University of Singapore (NUS) is devoted to helping governments and private sectors close the gap between policy commitments and actual outcomes through 'fit for purpose' policy analysis. Their aim is to create Southeast Asia's leading policy think tank with which to integrate research, teaching and outreach aimed at assisting the region's governments, firms, intergovernmental and non-governmental organisations and realising their sustainability goals. IES contributed to the policy analysis and case studies presented in the pilot Atlas, as well as the analysis for Singapore.

MOYA Analytics (MOYA) is a pioneering sustainability reporting and analytics company dedicated to addressing complex ecosystem challenges through the power of collaboration. MOYA specializes in solving sustainability and ESG problems at both the country and company levels. MOYA provides custom dynamic dashboards powered by simulations and optimization instead of traditional static reports. These dynamic dashboards provide physics-informed optimal recommendations based on techno-economic assessment for various scenarios. This enables rapid decision-making and alignment of diverse stakeholders. By harnessing the collaborative advantage, MOYA empowers organizations to achieve their sustainability goals and drive impactful change for a better future. MOYA is based in Singapore and is a spinoff company of the Agency for Science, Technology and Research (A*STAR).
